扭盡六壬 = pull all stops (try everything possible)

It doesn't necessarily imply any negative connotation. 六壬 refers to the short stick patterns on the Chinese classics I Ching, and is a kind of Chinese fortunetelling. 扭 is probably derived from 扭計, which means "spinning strategies." It may also refer to the setup of the fortunetelling board, on which the fortuneteller's hand keeps moving in circle. In any case, 扭盡六壬 can describe a person who keeps twisting his own words, but it usually means a person making all sorts of effort to figure what to do.
