The short answer is "no." The reverse translation of 戰爭想停便會停 is "The war is stopped when you want it to stop." The Chinese translation I recommended follows a slightly different structure in order to conform with the "meter" in Chinese poems.

The quote has a poetic "ring" to it. So you have to translate it as a poem, or the translation would lose the "ring." If you translate it line by line, or even word for word, you can say something like

War is Over. 戰爭終結
If you want it 你想的話

In my opinion, most people won't be able to get the message from such "hard translation," or the people may get it but won't feel anything about it.

The last line ("Love..." ) is just what it is.
