The term "指點" ( to enlighten) is made up from:
指 ( to point with finger)
點 (to point at). 
** you point out or point at something to enlighten someone.

In the phrase "指點江山",  "江山" ( land of the nation) is not a person to be enlightened, and  指點 is not the verb (enlighten) but two verbs - "指" and "點". as in " 指指點點" ( pointing here and there) = "commenting"

指點江山 means " pointing here and there on the land of the nation" = " commenting on issues of the nation"  
** It is a lead in phrase of a radio talk show (光明頂) in Hong Kong , the phrase itself is not a common expression..
