I need help from somebody with relatively familiar with 應用文 used in official documents especially with regard to the KMT. Since I'm having trouble loading the photo of the document (public notice) I have no choice but to type it out in Chinese. Perhaps I underline the sections that cause me the greatest headache. It would be much appreciated if someone could decipher that and offer a decent translation. Thanks in advance!
