Hmm. I read it as:
彫刺指物師
鈴木留吉

彫 means "sculpt" and 刺 means "prick; puncture" or "needle-like object" (in this context I'm guessing it refers to a chisel or something). 指物 seems to be the Japanese name for "joining" as in woodworking, and 師 means "master". 鈴木 is the very common Japanese name "Suzuki" and 鈴木留吉 is most likely a Japanese name.

So my translation is something like "Sculpting and joining master: Suzuki Ryuyoshi" (I just grabbed Japanese readings for the last two characters from Wiktionary. I don't know Japanese and don't know how to pronounce them). I don't think there's any clue as to the date in this inscription. But you'd be better off asking people who know some Japanese. :)
