Well, you'd need more context first to translate it but 擰 means "to turn something over/around" it's repeated 擰一擰 to show the action is brief like "turn it over/around a bit" what that something is, is unspecified. 睇下 means "to look for a bit"; 啱唔啱 means "right or not right= if it's right" and 先 meaning "first" i.e. that the action needs to be done before anything else. And so the sentence very generally reads "turn (it) around/over first to see if it's suitable/right/ready".
