A New Century Chinese-English Dictionary (p.897): [可圈可点] kequan-kedian <adj> praise-worthy

iCIBA dictionary: “remarkable” [www.iciba.com]

As I can tell, today, most people use this phrase for the meaning of " noteworthy /remarkable "
may be originally 可圈可点 only meant "praise-worthy" but people later broaden the usage to include anything that is interesting enough, or important enough to be noticed.
