I thought 立立亂 meant complicated, not messed up and chaotic. I should've typed 中文好複雜.

Also I don't understand the second part either, if someone writes better Chinese it feels great after? (我有時覺得我嘅中文有太多問題 。。。）

It is a form of retort.
If you strongly disagree with a statement, for example : (X =中文)( Y=立立亂) = "Chinese is a mess"
you can use these exactly words and add (你嘅)中文(就)立立亂
(your) 中文 (is the one that's actually being) 立立亂
