I get the set menu part, but the first three characters, 全天候 are listed here as all-season. I have heard of all-season tires, but I'm a little less certain about all-season meals.
I am told I should be reading the first three in two parts: 全天 as all day and then 候 as a shortened form of serve, which would give a more reasonable translation as "all day set menu".
But I wanted to run it by someone else and see if that makes sense to you. I'm mostly bothered by the fact that I can't seem to find 全天 listed anywhere as "all day".

Your suspicion is correct. 全天候 (all-weather) and 全天 (all-day) are two different things
the person who wrote the menu was either trying to make it more eye catching or just confused the two terms.
In any case, everyone see the phrase 全天候套餐 can Saftly presume that the set-meals on this menu are available all year 'round and suitable in all seasons.
** "all-season" should be 「四季」 not 「全天候」(all-weather)
