派遣 (send/ dispatch) is a common verb,人力 (man power/ human resources ) is a common noun派遣人力 is not a common set phrase, just like "send people" in English is not a common set phrase.

HiIs there a word for loading dock? I haven't been able to find anything, and so I 'invented' a word based on my knowledge of Cantonese, not sure if it is the official word? I think it would be...

If you mean specifically an individual platform, say 卸貨台; if you mean the entire area, including the driveway, the warehouse, and other places beyond the platform, say 卸貨區.
