From the Taiwan dictionary:【坍塌】注音 ㄊㄢ ㄊㄚ崩壞倒塌。例建築工地的鷹架突然坍塌,工人死傷慘重。Looks like a verb to me, at least in written Chinese, at least in this particular case.
